Packaging EPR in every EU country

One register per country, no EU-wide one. All 27 in a single table: where you register, whether that register exists yet, the threshold, and whether a producer established abroad needs a representative.

Registration is national under Article 44 of Regulation (EU) 2025/40 and is a precondition for placing packaging on that market. What changes country to country is where you register, the threshold, the deadline, and whether the register even exists yet. In 6 of the 27 it does not exist yet, or the machinery around it has not been published.

The same in every EU country

PPWR Art. 44 — registration is a precondition for placing packaging on that market
PPWR Art. 45(3) — a producer under Art. 3(1)(15)(c)/(d), i.e. one making packaging available in another Member State DIRECTLY TO END USERS, must appoint an authorised representative there. From 12 Aug 2026.

PPWR applies in the 27 EU member states. It has not been taken into the EEA Agreement, so Norway, Iceland and Liechtenstein are outside this table.
A register shown as live may still be running under the pre-PPWR national rules: the Art. 44(14) implementing act setting the harmonised registration format was due 12 Feb 2026 and has not been adopted. Live means you can register today, not that the register is PPWR-shaped.
