- Förordning (2022:1274) om producentansvar för förpackningar; föreskrifter NFS 2023:13the Swedish producer definition was replaced by the PPWR definition on 12 Aug 2026; for private-label goods the responsibility moves to the brand owner. Registering is TWO steps, not one: the producer registers with Naturvardsverket AND joins an approved PRO. A PRO may file the registration as part of the contract, but the duty to be registered stays with the company. The supervision fee is 1 250 SEK per producer per calendar year, waived below 1 tonne. Fees to the PRO are modulated by recyclability — in 2026 NPA charged roughly 6.67 SEK/kg for readily recyclable paper against 9.65 for the rest, and about 13.40 for readily recyclable plastic against 18-20 — so a disruptor can cost more than the recycled share saves.

- Threshold
- 1,000 kg a year1 tonne a year, and it touches the SUPERVISION FEE ONLY. Below it the 1 250 SEK annual fee to Naturvardsverket is not charged — registration, joining a PRO and the annual report all still apply. The exemption does not hold if a litter fee (nedskrapningsavgift) is also payable.
- Reporting
- Annually, by 31 Marcha PRO may do the registration and reporting on the producer’s behalf. First report under the new definition: 31 Mar 2027, covering 12 Aug–31 Dec 2026. The new PPWR reporting format applies from 2028 at the earliest, for reference year 2027.

- Authorised representative Sources disagreeThe authorised-representative duty is under review. On 10 December 2025 the Commission published COM(2025) 982, part of the Omnibus VIII environmental simplification package, whose Article 2 would suspend Art. 45(3) until 1 January 2035; COM(2025) 983 proposes the same for the Single-Use Plastics Directive. The suspension as drafted covers producers ESTABLISHED IN THE UNION selling cross-border directly to end users. Producers established in third countries are not covered — member states may still require a representative or ensure traceability by other means. European Parliament committee reports of May 2026 would narrow the relief to micro and small enterprises. PROPOSAL, AND NOW LARGELY STOPPED: on 24 June 2026 the Council decided not to proceed with the suspension, opposed by a large majority of member states. A Parliament committee vote is expected around October 2026, and even the Parliament's narrower approach would keep the framework for producers outside the EU. Article 45(3) applies as written today, and for a producer established in a third country nothing in this proposal ever applied.
